The World Allergy Organization's Diagnosis and Rationale for Action against Cow's Milk Allergy (DRACMA) Guidelines is an excellent summary of the world's literature. To simplify this 105 page document, read through the gray-shaded boxes at the beginning of each section. I'm not going to reprint the information. However I am going to strongly encourage interested people to read this article. It was published in 2010 and so the latest published articles through 2009 have been included.

Yes. Cow milk comes from a mammal, whereas soy milk comes from soy beans. The odds of a cross-reactivity allergy is low. If children have an allergic tendency, then they may develop an allergic + ST or clinical reaction to both, but this is not from cross-reactivity, as in from similar protein structures.
